Tangguh Independent Advisory Panel (TIAP)

BP is pleased to announce the new Tangguh Independent Advisory Panel (TIAP) will be chaired by former United States Senator Chuck Hagel based in Washington DC and Pak Augustinus Rumansara based in Jayapura. The first TIAP ended in May 2009 and their reports and BP’s responses can be found on www.bp.com/indonesia.
Senator Hagel is an experienced and distinguished political leader with a career that included 12 years as a United States Senator from Nebraska (1997–2009). Senator Hagel is currently a Distinguished Professor at Georgetown University and the University of Nebraska at Omaha. He is also Chairman of the Atlantic Council, a Washington, DC think tank and public policy group. He serves on many charitable and public service boards, and is the author of the book, America: Our Next Chapter: Tough Questions, Straight Answers.
Augustinus Rumansara is a Papuan with deep experience working with development issues in Papua and across Indonesia including having worked with several national and international NGOs, as well as on BP’s social programmes. Recently he has worked for the Asian Development Bank as Chair of the ADB’s Compliance Review Panel, and more recently Senior Advisor on Pro-poor Growth and Service Delivery in the Papua Province.
BP believes additional ongoing independent monitoring and external advice will remain useful for the sustained success of the project and announced in April 2008 the intention to commission a new TIAP to undertake this role. In recognition of the work of the Tangguh Lenders Group and the start of Tangguh operations – the new TIAP’s focus will be to offer advice to BP on developments, and Tangguh’s performance, in the matter of the non-commercial aspects of the Project - while not duplicating the existing Tangguh Lenders Group’s independent external review procedures.
The Tangguh Lenders Group (represented by the Asian Development Bank, Japan Bank for International Cooperation and Mizuho Corporate Bank) have established an External Panel and this is staffed by independent experts who visit regularly and publish their reviews (on the ADB website) of compliance with issues connected to safety; environment; resettlement; indigenous people and progress with social programmes. With the exception of the focus on resettlement (whose physical aspects has been completed) the reviews continue to 2021.
The new TIAP has chosen to continue to use Gary Klein and the law firm DLA Piper for its independent legal and secretariat services. Gary Klein and the Panel can be contacted on tiap@tangguh.net.
