Product Quality Framework

During 2012 BP updated their internal product quality controls and processes and developed an enhanced holistic framework to ensure that BP NGL has product quality controls in place to provide assurance appropriate to a non- operational marketing organization that deals in a NGL industry where co-mingled products are the norm.


The reference document articulates our policy and framework for managing NGL product quality from originating supplier to customer, defining such aspects as: internal roles / accountabilities, incident reporting and investigation, emergency response, and assurance / controls.


In terms of product integrity assurance, industry suppliers and midstream facility owner / operators measure and record product quality by the degree of conformance to predetermined NGL product specifications and standards as set by the Gas Processors Association (GPA).

BP NGL Emergency Response Plan

During 2011 BP Energy Company’s NGL unit again reviewed their tactical response process when faced with a NGL or sulphur product quality incident or safety situation that might occur while NGL products are in transit from supplier to customer i.e. spill, derailment, contamination.


The response plan review was guided by BP priorities to protect:
  • People (employees, contractors, customers, third parties)
  • Environment (air, water, areas of sensitivity)
  • Property (BP facilities, offices, third party property)
  • Business (supply, production, reputation)



An enhanced internal process manual was subsequently developed and implemented that clearly and completely detailed recommended actions, communications guidelines, and escalation (if needed) for BP NGL to follow when responding to a potential NGL or sulphur product quality incident, or safety situation.


The new manual outlines for BP NGL incident responders:
  • Roles and responsibilities of internal personnel impacted by incident
  • How incident communications and notifications will flow internally / externally
  • How and when to escalate
  • Internal contact information

Customer Communication Process for ordering BP supplied Non-Odorized Propane

In an effort to better mitigate against product handling errors and potential safety issues when customers order non-odorized propane, BP NGL fortified their communication process to heighten customer safety awareness level regarding handling this type of product.


We updated the non-odorized propane customer indemnification waiver letter which is required to be sent and returned signed before rail and truck unstenched propane shipments to customers. In the waiver letter, the customer acknowledges the purchase of non-odorized product by either rail or truck, states they have the capability of handling this product, and contains liability indemnification language.
