Whiplashed by two tragedies in 2005 – the fatal explosion and Hurricane Rita – Texas City refinery had to demonstrate to itself and the world that it could recover to operate safely and reliably. Pipestill3A, the entrance feedstock unit, picked up the banner in challenging times to start up first and has run silently with a focus on safety and compliance.Challenge
Whiplashed by two tragedies in 2005 – the fatal explosion and Hurricane Rita – Texas City refinery had to demonstrate to itself and the world that it could recover to operate safely and reliably. As a critical feedstock unit, Pipestill3A had to run reliably for the site’s other 27-plus process units to operate. With its redundant sister unit PS3B in turnaround until 2008, PS3A needed to be the first and strongest link in the production chain.Solution
PS3A was the first unit to start up, in April 2006, and has run safely and reliably ever since. It has sustained operations excellence with a culture of ownership among its people and strong communication with site support groups (Maintenance, Inspection, Technology and HSSE). Preventive and predictive maintenance are used to avoid catastrophic failure or unit shutdown. Root cause analysis is applied to fix or re-design problem areas to increase life expectancy. The unit’s readiness was tested in December 2007 when the refinery suffered a power dip. PS3A kept operating while other refinery units tripped off and shut down.Benefits
Texas City has been able to count on PS3A to keep the refinery running. The evidence is compelling:- 99.7% unit availability in 2007
- 580 days of continuous operation with no OSHA recordable injuries (year to date April 2008)
- Increased crude feed-rate over the last three years
- Reduced environmental emissions by 25% compared to 2005
- Improved energy efficiency, environmental performance and spill prevention
- Decreased operating envelope over-runs by 60%.
