Job summary

Responsible for managing a large team to ensure delivery of HSSE, financial profitability, growth performance objectives and efficient retail operations, holding accountability for the execution of a high quality retail offer and related strategic initiatives, and delivering growth through operational excellence in all aspects of retail by maintaining consistent operating standards in full compliance with legislation and JV policies/procedures.

Purpose of role


The Operations & HSSE Manager is to lead the operations, maintenance and HSSE teams to increase the JV's HSSE, operational, customer experience, key accounts and financial performance from its charging stations network, building BP brand reputation in the industry. The role will need to demonstrate leadership skills, operation excellence, and work with appropriate expertise from JV shareholders to build a charging business across the whole of China.

The role owns the JV’s agenda on detailed operation, maintenance and safety & operational risk (S&OR) management
  • The role is responsible for the JV strategies in these functional areas.
  • The role is expected to lead the Center of Expertise in these functional areas in the JV, and grow JV in-house capabilities.

Key Results/ Accountabilities

  • To be a key member of the JV Management Team with a responsibility for operation & maintenance, and HSSE, and key accounts activities.
  • To develop and implement operation, maintenance, and safety management strategies under the framework as directed by the JV board.
  • To be a primary person responsible for HSSE performance of JV.
  • To be accountable for the operational performance of the whole network, driving efficiency, safety and customer experience:
  • To develop and implement pricing strategy and key accounts strategy to optimize on-site margin.
  • To be accountable for leadership of a team consisting of >30 staff in operations, maintenance and safety functions.
  • To be accountable for building links with JV partners, key customers and local government.
  • To provide operational insights on network planning, asset development and major M&A opportunities;
  • To work closely with Engineering team on process standardization, and ensure quality/safety of site design and construction;
  • To play a key role in offer development and implementation, with focus on both charging and Non charging, drive new technology pilots and explore new revenue streams.
  • Key interface between JV and Shareholders HSE & operation central team

Experience & Expertise

  • 10+ years in management positions, with handling a large and complementary team
  • JV management experience would be highly regarded
  • Sound knowledge of an EV Charging business or customer facing operations are preferred
  • Track record in HSSE management competencies
  • Excellent in communication
  • Strong partnership and government relationship management skills
  • Good understanding in commercial operations, and strategic in control and planning
  • Good critical thinking and analytical skills
  • Ability to drive step changes in a sophisticated environment
  • Strategic in balancing financial performance and risk management behaviors
  • Passionately champions personal and process safety and proactively handle risks
  • Impactful communicator and influencer who respects and proactively seeks divers opinions
