A New Health and Education Project for Garadagh Launched

The Azerbaijan International Operating Company launched today the new Garadagh Community Assistance Programme (GCAP), a special assistance programme to meet the most urgent health and education needs of the Garadagh District communities. An event was held today in Lokbatan Hospital, where the GCAP will be based, to celebrate the launch of the Programme.



The parties to the Azeri-Chirag-Gunashli (ACG) Production Sharing Agreement are: BP (operator - 34.1%), Unocal (10.3%), SOCAR (10%), INPEX (10.0%), Statoil (8,6%), ExxonMobil (8%), TPAO (6.8%), Devon (5.6%), Itochu (3.9%), Amerada Hess (2.7%).


The GCAP is part of the major Azeri-Chirag-Gunashli (ACG) Project Community Investment Programme (CIP) for the Garadagh District, where construction works for the expansion of the Sangachal Terminal are currently underway.


The project, which will last 18 months, is designed to provide Garadagh residents improved access to health and education services over the next few months. The GCAP will be implemented by the International Medical Corps (IMC), a U.S. based non-governmental organization with more than five years of experience developing the health and education systems in Azerbaijan.


The scope of work to be conducted by the GCAP through the ACG’s CIP funding, includes: rehabilitation and re-equipping of the Lokbatan Hospital Maternity Ward, provision of comprehensive medical services to the 1,300 Internally Displaced Persons (IDPs) temporarily living in the Umid settelment, training of doctors and nurses on modern medical techniques, and training of teachers to implement a healthy lifestyle curriculum in the schools of the Garadagh region.


In addition, the GCAP is aimed at raising the Garadagh residents’ awareness of their health and educational needs and building their capacity to address these needs through setting up peer health educator groups and community health festivals.


All activities will be conducted in collaboration with community members, local Executive Committees, the Ministry of Health, the Ministry of Education, and two national non-governmental organizations (NGOs) - Sirius and EL, as well as with other NGOs implementing ACG projects in the Garadag District.

BP together with its partners in the Azeri-Chirag-Guneshli, Baku-Tbilisi-Ceyhan, and Shah Deniz projects, is implementing world-class oil and gas development and export projects in the region. These projects present a great opportunity to make a positive difference to the people of Azerbaijan, Georgia and Turkey. Overall allocation of funds by individual projects is as follows: BTC - all three countries; SCP - Azerbaijan and Georgia, and ACG – Azerbaijan and some in Georgia, and Shah Deniz - Azerbaijan.

The BTC Co. shareholders are: BP (30.1%); SOCAR (25.00%); Unocal (8.90%); Statoil (8.71%); TPAO (6.53%); ENI (5.00%); Total (5.00%), Itochu (3.40%); INPEX (2.50%), ConocoPhillips (2.50%) and Amerada Hess (2.36%).


The parties to the Shah Deniz Production Sharing Agreement are: BP (operator - 25.5%), Statoil (25.5%), SOCAR 10%), LUKAgip (10%), NICO (10%), Total (10%), and TPAO (9%).

The SCP Co. funding shareholders are: BP (technical operator - 25.5%), Statoil (commercial operator - 25.5%), SOCAR (10%), LUKAgip (10%), NICO (10%), Total (10%), and TPAO (9%).



We have three key themes around which we prioritise our social and community programmes:

  • Community Investment – focused on the local communities close to BP-operated projects, the objective is to have a direct, relatively immediate impact, making a tangible difference to peoples’ lives (e.g., local job creation, health, education, habitat improvement, local infrastructure)
  • Private Enterprise – building local business capacity. This includes support for small & medium enterprises through technical assistance and capacity building, training on business ethics and corporate governance.
  • Good Governance – improving administrative capacity and transparency with particular interest in revenue management, civil society support and domestic energyThrough our social and community programmes we will work with local communities in collaboration with local and national authorities, non-governmental organizations, the private sector and other stakeholders to ensure long-term, sustainable benefits in the communities where we operate.


In addition to the social and environmental investment activities we undertake jointly with our partners, we have also funds for direct 100% BP projects. We use these (a) to support social and community activities in those regions of Azerbaijan, Georgia and Turkey unaffected by our operations, and (b) to fund national-level impact or pilot projects in private sector support and civil society development.


We will continue to work closely will all our stakeholders toward creating sustainable benefits in the communities where we operate.
